I would say leave it alone (reassurance and observation) Breast cancer is unlikely in this age group, and during puberty, it wouldn't be abnormal to have differences in size and development of breasts from one side to the other. -Same answer for newborn with breast buds -(effect from mom's estrogen). NEVER say REMOVE or surgery for these two -this is a big time wrong answer!

Thanks Virgo What about to check the hormones in the lady that is in puberty? Dont you think is a big difference 2 from 4 thanks again

I believe if hormones (Estrogen in particular) were excessive, she would have precocious puberty and thelarche of both breasts (not asymetric)...
