In my IM PS, I mentioned I want to finish a fellowship after resient. Does it mean the community hospital which has no fellowship will not give me a chance for interview? thank in advance!

No, it's doesn't mean that.

I think if the program is very small and where no one goes for fellowship, won't waste time on you. But most community programs try to promote your fellowship interests in some way. Either by giving opportunities to do extra rotations, or by offering research projects.. Most programs try to show themselves as fellowship friendly (even if they aren't)

my PS is strong towards my interest in a fellowship (infectious diseases), and most my IVs are from community/univ affil programs. i have 7 IVs. maybe if my PS was pointing towards a more competitive fellowship, they wouldn't take me, but ID is not that hard to land from a community program.
