a chief resident at a medium tier University program told me that he reads the PS and gives them a lot of importance... Though, it seems logic that it may be read after.... as the number applications is huge.... Nevertheless I guess it is very important....and mostly if it is a bad one.

it depends on the program and the speciality you are applying.. i.e if you are applying for psy, pathology, or dermat...SOP is a major...may be eqvi to score. but where there is a huge application volume 1) during your interview ( yes it may be the first time your SOP may be read. 2) during ranking...most common..
