is it advisable to actually ask for a prematch? aren't you supposed to wait till you're offered?

There had been a mix opinion last year about it, But i think the most people were agreeing that asking that a program offers prematch or not politely is no big deal and then if they say yes you can go ahead and tell them that you would be interested in one.
