I have good LOR from an EX fellowship program director who is in mycountry from last one month will it count good?

It is good if it is U.S letter of recommendation,with U.S Address.
Also nobody can tell if a particular PD will like a particular letter or not.Every body has their own criteria to look at the letter and what they are looking for in an applicant
