several mprograms states in their eligibility criteria that the applicant must have a valid unrstricted liscence in the jurisdiction he trains in, but how can we apply for that right now???? don't understand this point

You can't. you would apply for that once your are hired by a program.

thankyou bbb, one more thing some of the programs which basically don't sponsor visas, but ask for an already valid J1 visa, which must be secured for the application to be considered complete, but i don't understand that on what account can we have our J1 processed at this time of the year....am i missing sometinhg here?
