I am not sure, But I think is like a waiting list, they are considering you for interview but your are somehow not outstanding, so they don't want to rush in to it by inviting you. They probably have a list of candidates that they will invite and if one of them do not reply or set up his/her interview at certain time they will call you. that is a step ahead of all the ones that (like me ) have not recieved any mesg from any one.

In my opinion, if they bothered to email you, they could reject you right away but they didn't which is better than REJECTION.....
