What if for some reason you cannot take the exam in your specified elgibility period? Do they count it as an attempt even if you dont take the test?

the guidelines and rules are in the ECFMG handbook on their site

no, unless you actually take the exam, it will not recorded as an attempt. if you cant take the exam in your eligibility period, then either extend it, or re-apply.
