if i assign a lor that ecfmg hasn't recieved yet as i am sending it today
will the program be able to download my application and other LOR till they scan and upload this one or they won't be able to download my application???

The program downloads whatever is available of all the candidates in whole package. as told by bbb again and again. so whatever is there in your application package will be downloaded by them.
