i know there is no definitive answer to my question below. different programs have their own way of looking so we can't have a single answer. dear bbb has also left this to our judgment. ( early vs complete )
please pick one option which you think is the best.
here is my situation. my 3rd letter ( US) will be scanned on 4th sep my 4th letter( US letter) will be scanned on 14th sept. ( as per my calculation) i have 9 home letters already scanned. i plan to put 2 home and 2 US letters.
now what should i do.
1. apply on 4th and assign 4th letter. 2. apply with 4 ( home instead of US) and change one on 14th. 3. apply on 14th with all 4 4. apply today and assign all desired letters.
i just want to know what you are doing as i am confused. thank you friends

this is what bbb most of the time says:
I don't know - every program is going to have different criteria. Apply as soon as you can with as complete of an application as you can (there, I said it again....)
