NOT subjected to H1B visa national cap?----Excuse me if it is very simple---Does it mean the program does not offer H1 B?

There is a quota on how many H1B visas can be issued each year. But some institutions are not falling under this quota. So, it's good, since once the cap is reached, they won't issue H1B until next year. In this case you won't have to deal with this issue or waiting until next year.
