WHAT DOES IT MEAN.

My understanding is if someone complete his 3 yr post graduate residency in home country, then he is board certified in that particular speciality.

We are not board certified after doing internship.

Board certified in his/her own country , not in US

Every speciality has a board which conducts the exam at the end of residency eg. American board of Internal Medicine. If you pass the exam, you are board certified.
