Transmission of LORs from ERAS to programs is a dynamic process. You can replace or add new LORS at any time, only restriction is that you can send maximum of 4 lors to one program at a given time. But you can always replace the lors at any time. But if the programs have already reviewed you application before you replace your LOR, it would not make any difference. Sending 2 lors or incomplete applications will not invalidate the application, but it is better to get the complete application through as early as possible, before they start reviewing your application.
