So that means that you can apply to any state that dont requieres previous experience? Is the difference in the price?

I find this all a bit confusing. Can someone please clarify. If let's say I wanted to do my residency on an H1b visa in a state that doesn't permit taking step 3 before residency, could I apply for step 3 in Connecticut, or any of those other places and still be able to work in that state?
