Both weight reduction & moderation or abstinance of alcohol will decrease blood pressure..

Smoking causes HTN but stopping doesn't cause a decrease of blood pressure, stopping smoking is more related to heart, lung & peripheral circulation.

for decrease HTN the risks r as to follow respectively:

1. Alcohol

2. weight

this is because stopping or modurating alcohol has a faster outcome..

The stem is not telling us if the patient is overweight or alcohol consumer or smoker.How can we assess any option ??
