-The pleural fluid shud be transudate in CHF, protein shud be less than 3
-Transude: sugar>60, and protein ratio<0.5
(how do we know the protein ratio of effusion to serum when they didn’t even give a value for SERUM PROTEIN???) 
Not helpful for this question but:
Remember for transudate all these three must be met:
1. LDH Effusion < 200
2. LDH Effusion/Serum < 0.6
3. Protein Effusion/Serum < 0.5
(if one of these not met, then it’s an exudate)
Leukocytes? Neut? Monocytes??? What should the counts be?
(I guess increased leukocytes if infection = exudate.)?

B (I guess you can assume the serum protein to be 7 or so.) and so options C,D and E are exudates due to their pro level. Then in B not only the leuko count is much lower, also the sugar is above 60, so imo is the best option for transudate from chf

This fluid is d t Hrt Fail so first look on the WBCs, they shouldn't be high (no infec), this leaves us with options B & E, this is transudate so less prot---> B

Pt has CHF, so it's transudative fluid, debating b/t B&E
(B) has lesser protein, fitting transudative fluid where fluid protein/serum protein must be smaller than 0.5
