I have passed USMLE step 1 and 2 and intend to take CSA in October next year due to obligatory military service... I know that I have to be ECFMG certified for Match, but can I submit the application for a residency before having passed CSA?

Submitting application and getting residency are two different stories. You can always submit your application without CS. But whether you're going to get invitations for interviews as well as get matched, there are a lot of factors going into it. And having ECFMG certified is one of the important factors.
