Are attempts for step 3 matters for residency programs?

Nope, most PDs know that step 3 is taken prior to residency to qualify for the H1b visa.

Most programs dont care about Step 3 score, since most of the graduates won't have taken it before joining the program. So they can not compare applicants. And the test is relatively speaking a lot easier.
