Hope it helps those with the same doubt I had.

I have received 2 letters from 2 writers from my home country. Both letters are sealed in envelopes. I want to waive the right to read the letters.

One of the letter writer does include a coversheet in the envelope (I claimed I waived the right to read the letter). The ECFMG representitave told me it is OK I send the letter myself.

The other writer forgot to seal the coverletter into the envelope. The representative told me if I attach another coversheet with the envelope and claim that I waive the right to read it, then seal both of the envelope and the coversheet into another envelope, it should be OK.
