I'm currently doing research in US on a J1 visa. I'm applying for a residency position this year. Since I didn't have time to get the non objection letter to waive the 2-year requirement (and I didn't take step 3), I won't be able to have a H1b, is that right? Unless I get a waiver in a underserved area.
When is the best moment for the waiver: whether after internal medicine residency and before fellowship or as a specialized physician (after fellowship)?
