I will complete the neurosurgery residency training in July this year in Taiwan. I am going to be a research fellow in Dr Antonio Bernardo's skull base lab at New York-Presbyterian Hospital Cornell Medical Center. After that I will do the residency match. I hope I can be matched to good centers, like MGH, UCLA, etc. Do I have the chance ? How should I do ?

Use your time as a research fellow to make connections with people from the field and to produce high quality publications.

very good scores, publications as the person above mentioned, make contacts and u gotta apply thru SF match. I know UCLA takes observers ( 3 mo) in neurosurgery. try contacting some of the faculty membrs there! also, u will need the California letter to apply for the programs in california. if you are planning to apply this year, you might wanna start working on that letter right away!
