apart from local care of ulcer(keeping the ulcer infection free, absorbing any excess discharge, maintaining a moist wound environment, supplying compression (typically in the range of 40 mmhg), promoting activity of the patient and the involved extremity and managing the patient's medical problems. Controlling the edema is a primary concern.) Also check out the severity of varicose veins(competency of the valves), treat with general measures like avoid long hours of standing, provide stockings or elastic bandage, if severe, do stripping of the veins.

yep thats correct, the point is don't start treating the ulcer, treat the underlying cause, the ulcer occured because of the venous statsis, provide elastic stocking, and just put zinc oxide on the ulcer.
