Which state to register for Step 3??

I am an IMG that needs the Step 3 for the H1B visa. Can anyone tell me which are the popular state medical boards that one can one register with for the exam that does not require ACGME accreditation?

the link that you provided shows that, even for CT, an IMG needs 2 years of postgraduate training which means that, if you're a PGY-1, you do not qualify to sit for Step 3.
