They also decided to increase the performance levels required to receive a passing outcome on two of the three Step 2 CS subcomponents: Communication and Interpersonal Skills (CIS) and Spoken English Proficiency (SEP) - http://www.usmle.org/news/step2minpass2007.htm I have posted this in the Prep4USMLE Club - it's about USMLE Step 1, but, I guess, they are going to implement the same changes for the USMLE Step 2 CK as well - USMLE has changed its scoring system recently - before this change the lowest 99 corresponded to the 3-digit score 244 on the USMLE step 1; now, you can see many examinees, which have received 236/99 - see, for example, http://www.prep4usmle.com/forum/thread/52100/1 with the attached picture of score report. I'm not sure, but, maybe, this could explain why so many examinees are now getting 99; this doesn't mean that the exam is easier now - actually, step 1 committee decided to raise the three-digit score recommended to pass Step 1 from 182 to 185 - http://www.usmle.org/news/step1minpass.htm - but, it may mean that it's now easier to get 99, even though the exam has become tougher. conclusion - I think 3-digit score is much more reliable indicator of proficiency than 2-digit score.
