I guess different people will interpret this scenario with different points of view. If I were the person evaluating, I'd prefer an excellent score in the 2nd attempt because it shows the person has perseverance and could learn with the bad experience (everyone can have a bad day or a bad period).
BUT, I am not the one who will assess that...
Actually, from what I've read, some programs not even accept applications from people who failed any exam (I can't tell if this is true, but I've read that more than once in other posts).
