Hey everyone....I've a question that's confusing me....is it true that if u don't need visa then u can't register for step 3 until u have completed atleast 1 year of residency??? .....any help in this will be greatly appreciated.

No, you can register even if u don´t need visa...

You can´t apply for H1 visa without step 3...

The requirements vary from state to state, check this:
