all nucleated cells have CMH 1 on their surface so that they can present endogenous peptides to CD8+ is that mean that all nucleated cells are antigen presentation cells?

All nucleated cells are not APCs. MHC1 has another role as well. This other role is to tell the phagocytes if a particular cell is self or non-self. MHC1 is like an ID card for the cells of your body and all the cells carrying this ID card are recognised by the body as self and not phagocytosed. If cells from another person , carrying a different ID card (MHC1 specific to that other person ) get entry into your body , they are recognized as strangers and killed.

MAJOR HISTOCOMPATIBILITY COMPLEX
All MHC molecules have antigen-binding sites that noncovalently bind short peptides produced by intracellular degradation of proteins. Recognition of MHC-associated peptides derived from foreign proteins triggers immune responses by T cells. CD8 cytolytic T cells recognize antigens associated with class I MHC molecules, which are expressed by all nucleated cells. CD4 helper T cells recognize antigens associated with class II MHC molecules, which are expressed by a limited number of cell types, collectively called antigen-presenting cells.
