I have heard that sending applications to ERAS late(About mid October or later) would lead to a decreased chance for getting interviews. Is it right?

yes most programs only have a select number of interview spots... so if they screen and fill those spots in sept, they won't look at your application...
moral of the story - apply early... even if you don't have all credentials in hand
