I have heard that sending applications to ERAS late(About mid October or later) would lead to a decreased chance for getting interviews. Is it right?

I'm afraid yes; mid October tilll early November there are still some chances, afterward...they decrease a lot; if u r IMG, your chances are anyway very small, so that in all the story there is a good news - u didn't loose more opportunities if u would apply in early September...
