Yes, you can start in a residency. Many programs don't like this because your visa is tied to the J1 visa holder and if that visa is cancelled, then your's would be also. Many programs will insist that you obtain your own J1 visa.

is that mean i can start doing my residency on j2 or do i have to i have to wait for my EAD??

Check with an immigration attorney on that question.

You can not start residency on J2 without EAD in hand.. Though EAD with J2 status allows for any level of work, as BBB suggested most employers do not like it as it is a dependent status and there is always uncertainty.
