Hi BBB, I have passed all the exams but ECFMG has not yet received verification of my final medical school transcripts from my school in Bangladesh. Therefore, I am not ECFMG certified yet.
Do I need to be "ECFMG certified" before the scramble day? Since I have completed the exam requirements will it be OK to get the final certification before actually starting the residency in July?

It helps to be ECFMG certified by the match results for scramble spots. Because then you are drop down ready to start the paperwork. Remember you will have to have a license (limited, educational, etc.) to work in the USA, and you need the certification to get that license!!
