when is the latest a person can finish step 1 and 2 to apply for residency for 2004. I have finished step 1 and planning to take step 2 in Nov. , am I late?
I am on a green card.

Different programs will have different requirements. Some will want you to have ECFMG certification prior to applying, some you can wait until the match comes out. Check with the programs that you are applying to (well, wait at least until mid July - it's a little too early to be contacting programs now, most are trying to get the intern class in line to start, and the graduates on their way to the rest of their lives) for specific requirements.
Don't forget it's not just Steps 1 & 2 - now you have to add the CSA there. Good luck

I am sorry, may be I am wrong but I read on-line that I can apply even after dcember 2004 with additional fee.Is it true?

That may be true, but check with the programs that you will be applying to. They may not accept applications after a certain date. The program director here stops reviewing applications once we have interview slots filled.
