Herself ? and the MD has to strongly encourage a discussion with her parents... always " encourage her to discuss to her parents " would be best option.. but i think herself can decide

B- he is under 18 but you don't need the parent consent for:
- drug abuse
- birth control
- pregnancy /abortion
- mental health
