Dude you are giving it. Look for info in STep 3 you will understand that every state has a different licensure procedure.

I think both are not true 
1. No one doesnt take the boards after residency, because what was the point of doing residency anyway! And as bbb noted, you have to apply for licensure in addition to taking the boards so you can practice..
2. The boards have nothing to do with teaching track though..

By the way, anyone around here new-n-lost, bbb or praying:
If someone gets his final diploma on June and all steps are done, doesnt want to wait to start residency the following year.. Isn't there any other way outside the match? or any programs that have different start date?

I dont fit any of the criteria (bbb, nnl, p4a99, not even egyptian) but still ...out of match positions offer less options and many are PGY2 seats...
findaresident.com ...its a paid site so u have to pay 30$ i think for info on available seats
If u are interested in peds then try appd.org ...go to the link on the side which says positions available
One thing I thought to mention...many residents dont take boards after residency....and they are called board eligible and that does have implications on the teaching track....but am not sure regarding the details

Out of match positions usually become available when someone gets a tranfer or moves out...and that is usually in second yr....first yr vacant positions gets filled in scramble...but keep a look out and maybe some will arise.

I guess scramble is considered out of match track? Or is it also done through ERAS?

Scramble is done without using ERAS...and its not match, i wont say its 'out of match' because that term usually gets used for prematches, postscramble etc...but its just scramble...it has its own rules and time limit and is still under centralised control in the sense that it uses NRMP, same as Match.

Correct. Take the USMLE to get ECFMG certification to qualify you to get a residency. Do your residency. Then you can get a license in the state where you are going to work.

Not really. But if you get your diploma in June, you still have to submit that to ECFMG to verify with your medical school. Then they will send you your certificate - then you can start contacting programs to see if they have any unexpected openings.

Most residents that remain in the USA do take their boards - most hospitals require you to be board eligible/certified to get on staff. Many have a time limit for you to pass your boards.
