i had 2 wks of psychiatry rotation during 3rd,4th and final year of my medical school,6 weeks in total
will it fullfill 4 weeks of psyciatry requirements in illinois

As it only says 4 weeks, I think it should be fine. It doesn´t specify how, it just says 4 weeks and you have more than that.
