What if someone scores 57% (timed, all questions included) with a percentile of 45%. Is that a good score?

UW performance of >50% is good enough, you should do fine since you have 57%. Actual exam score is more or less UW % + 30, but this is just an approximation.
You should do good.

What about the percentile? I am not sure if this percentile was introduced just recently. Does my percentile of 45% means 55% are scoring better than me??

Don't know about that percentile thing, I subscribed to UW before they introduced that thing, so my UW subscription do not have that and don't know about it. But the final point is that you should be in good shape with 57% overall UW score.
