how does one figure out how good or bad a program is? and whether they take imgs or not? sorry im new to this process and tend to be lost in the enormous sea of info the net provides

scutwork reviews, friends, website (especially the section - where our residents have gone - if there is one), forums (with a pinch of salt). Most of the times, its the interview thats the ultimate decider.
whether they take imgs or not?
websites - many have names and medical schools of their residents posted. (Looking at the pics of residents and second guessing is a favorite IMG passtime  ...unreliable technique though, considering the popularity of medicine as a career in second generation immigrants....) forums - use the search feature - most of the info will be here. Ask friends. Finally, when the time comes (june, july) call up PCs and pop the question (not THAT question, ok!)

and believe me, if you have exceptional credentials, most (most, NOT all) programs become img friendly. Foreign born einstein is better than indigenous dumbasses ....but the question is, how many einsteins can you find??? And there arent many dumbasses running around either....
