But estrogen will be converted to androgen in the peripheral tissue, right? Since this woman is on estrogen replacement, how can androgen be low?

Oestrogen is NOT converted to androgen (or testesterone and its related compounds). Androgens, however, are the precursor of all oestrogens. Oestrogens are mainly produced in the ovaries, with smaller amounts in adrenal cortex and other organs.

Since this woman is taking oestrogen replacement, it would exert negative feedback on the hypothal-pituitary axis, reducing the secretion of LH (and FSH). Reduced LH accounts for the decreased androgen production, hence less libido.
