Please help.

Who is supposed to pay for the following?

1. H1B filing fee of $190

2. Fraud fee of $500

3. Premium processing fee of $1000

4. Lawyer's fee of around $1000-1500

Isn't the employer supposed to pay for it?
I am starting residency in NYC.
Advice will be appreciated.

Yes, the employer is supposed to pay. I would love to find out how they make the applicant pay.

If the employer asks you to send the checks, what are you going to do?

It varies... some programs will cover the whole deal... others only a part...and others won't give you a dime for the visa... wait for the PC instructions and follow them accordingly.
