I will be starting my residency on a J1 visa but would first like to use my OPT visa for an year. Discussions regarding the OPT with my international students center led me to believe that once I have the EAD in hand, there should not be a problem starting my residency on that.
1.) Do I first seek the permission of my program director or can I file for the OPT straightaway.
2.) Can I apply for the J1 and the OPT simultaneously? Just in case my J1 process is delayed I might start on the OPT.
3.) Can a program refuse to let me work on the OPT (if I havent taken them into confidence before)?
I would greatly appreciate if someone could help me on this.

1. Seek permission of the PD and the hospital.
2. No need to. Just have the J1 app done this time next year.
3. Yes, the hospital can say no. But would it be an issue since you will be joining on a J1 next year?
