Is that right?? I thought only candidates who didn't match at all get the unfilled positions list to scramble. So if someone matches to a prelim spot and also gets the list (officially) is he/she allowed to scramble and not necessarily take the position offered during the match? Any info will be appreciated.
I will cross post this elsewhere just to get more opinions......

They will get the unfilled list, however they can only apply for advanced positions that need 1 year preliminary like Radiology, Anesthesiology, Rehab. etc in scramble... IF THEY MATCH IN PRELIMINARY, THEY MUST ACCEPT THE PRELIMINARY POSTION, their scramble is only for advanced postions which in most cases those advanced positions are so hard to get in for IMGs.
