Most drugs bind reversibly to receptors. Receptor affinity for a drug determines its potency, which is the dose or conc. required to produce a desired response. The maximum response obtained with a drug is an indication of its efficacy.

Let's say we have two drugs that lower heart rate 10 bpm. The more potent drug will take a smaller amount to drop the heart rate than the less potent drug. The way I've seen potency questions on exams is usually related to efficacy. Let's say we're talking about two other drugs; these are antihypertensives. The more efficacious drug will bring bp from 180/110 to 120/80, and the less efficacious drug will bring the same initial bp down to 140/100.
