pl tell me chairman or PD
Chairman said that he will happily accept me but PD says that I have little chance

usually chairman is the boss, his word worth a lot... but may be not in every hospital, I don't know.

It depends on the program and department.

However, chairman is the boss and his/her word is considered valuable.

I assume that you have a good chance there.

My opinion is it depends. In this cases, the negative worths more than the positive. The PD does not seem to want you; The chairman does. But is he ready to impose you on PD? This is the big issue. Most of the time, he wont.

Most likely the chairman likes your research background, I guess. Chairs and PDs have different judgment and criteria.

First, you need to make sure the chair is really interested in you, not just a courtesy.

Second, if you really want to get in, try to express your interest, determination and enthusiasm to the Chair. Let the chair influence the PD. Of course a chair is bigger person than PD. If he does want you in the program, he can do it normally.

Therefore, my point is: don't just guess, do something.

the PD is in charge of the program so he/she knows ins and outs and what's happening to program so he/she has the "say" in this matter
