I am waiting for my ECFMG certificate to be issued , is there any possibility to register for step 3 without that and send the certificate later?

Anyway, I could register for Connecticut, but they definitely need ECFMG certificate. So, I am gonna keep CID until I get the certificate in next couple weeks.
If I don't send the certificate, they will reject my application and will charge me a little bit.
