If scramble for a program which I was interviewed but didn't get the offer, will i have higher chance or no chance to get it? The reason I asked for this question is because the program I was interviewed appeared in the unfilled positions in the previous years. Thanks.

I doubt it. if a program wants you, it ranks you. if it doesn't it wont take you at the scramble.
