wouldnt be wise in anyway to do that.....you can try talking to the concerned program if you are hell bent on not going to that place, but be prepared for a tangle of cross-fire. And besides, before you take on such a drastic step, do re-confirm that the "star in the sky" for which you are rejecting this offer is still gonna be there available when you begin your journey towards it.
