If you go for only one or two interviews without much hope and want to change the field, better to 1)withdraw and apply again or 2)not rank and scramble or 3)rank anyway and get in and then change or 4)rank and hope to scramble? If given position in scramble and do not take it do you have to mention on next year's application? Is there penalty for not taking position in scramble?

if you want to change field, just withdraw and apply next year for the field you want. Why to scramble for something you don't want and may refuse the position (which will not look good for you and your application). Just be fare to yourself, don't settle for something you don't want...

For the scramble you really don't apply and go through a match. You apply and if they like you, they will offer you a position. If you accept and sign an agreement, it is binding just like if you were to match. If you change your mind, there can be consequences in the future because you did sign a contract. You probably shouldn't try to match for something that you just don't like though.

You can scramble only for specialties you applied to earlier in the Match season?

You can scramble for ANY open positions.
