Is it possible for a program to participate in Eras and not participate in the match and if so how does one get into those programs if they don't participate in the match?

It is possible. They just offer you contract without have to go to rank order list.

is there a last date to register at NRMP..

no last date ...you could register untill the match/rol submission ...i dont know if you can register after the match...
