I am not expert on the matter but i can answer your question about notary/notarisation. If you need to get some documents notarised, this is how i would suggest. Type maps.google.com in your browser on the PC click find business and type "notary public" in the space above and enter your local zip code/address. hit enter you will see a list of available businesses in the area with phone numbers. call one of the numbers to confirm the availability of notary public and timings. You can also ask for pricing at this time. take a bus train or car to the business and get the documents notarised. The notary is not about the photocopy being the exact copy of the original as it back in my country India. In the USA you will need a photo identification with your signatures on it. And the Notary Public will ask you to sign whatever papers you are filing in his/her presence. Once you sign on the paper/document, they put a stamp saying you signed in their presence. Usually you have to pay a fee of 2-5$. When i go to my public library, where i have a membership, i can get it done for free. Hope this helps.
