when programs require cut-off scores, like lets say 85, they do not intend a mean of both, but both scores higher than 85. This said, you got a 99 which is great. The issue here is careful program selection, either for programs that offer USCE or for a residency position. Be careful to meet their requirements before applying to a (almost) avoid a certain rejection. if you want to apply next year, try to do some observership/clerkship, research, or to find lors from US physician.
